I see it as a lost opportunity to promote the airport to the community at large.

I'm pretty sure that in Virginia this could get the airport manager into hot water as it's almost impossible to get funding for an airport (except from the FAA) for anything that isn't public use. That means that things such as conference rooms, restrooms etc in an airport must be available to the public at large, not just airport users (not sure how one would define that). I only know this because KHWY is trying to build a new terminal and the manager gave a little talk about what it took to get money out of the state and county. Anything that is for airport use only doesn't even get consideration.

If it's funded with taxpayer dollars, I don't know how you could prevent someone from going there to observe the eclipse as long as they don't interfere with aircraft operations or go beyond fences and/or gates specified for pilots and passengers only.

Sounds kind of short sighted, but I can see why. Think about it, someone starts setting lawn chairs up on the runway and poor sole is tryig to put his/her Cessna down in the low light outside normal airport lighting hours of operation....
