Translation Please

I planning on going to KRMN to get a stamp for my Virginia Passport. There are some NOTAMS for R6606 which are straight forward but under the ARTCC tab in Foreflight (I'm guessing that stuff are also NOTAMS) there are thing like:

AIRSPACE AIRDROP WI AN AREA DEFINED AS 3NM EITHER SIDE OF A LINE FM RDU240030 TO RDU166027 TO FAY252026 TO SDZ161008 SFC-3000FT above ground level. 07 JUL 15:30 2020 UNTIL 07 JUL 20:30 2020. CREATED: 02 JUL 18:49 2020

And:

VIENNA STNR altitude RESERVATION WI AN AREA DEFINED AS 7NM RADIUS OF SBY312017. SFC - 3500FT, 08 JUL 00:01 2020 UNTIL 08 JUL 01:30 2020. CREATED: 05 JUL 10:07 2020

These two make no sense to me since I can't find the references such as SBY312017.

If these are TFRs why don't they have a meatball on the sectional? Obviously, I am lost and need help...

SBY312017 is centered off KSBY 312 degree radial at a distance of 17 NM. Same idea with RDU240030 (KRDU 240 deg radial at 30 NM).
