Reiff advertises their system as not requiring any modifications to the engine or anything really more than gluing/attaching things on top of existing components - I am curious how does this approach even require LOAs ?

For a standard category aircraft all that is required is a logbook entry.
For a SLSA per ASTM standards a manufacturer is tasked with keeping a record of ANY change made to the aircraft. This is the reason for LOA's, MRA's, or what ever the particular company wants to call them.

Even if Sling says it's okay to put a Reiff heater in you need an LOA and or the LOA number that shows approval from Sling. That number needs to be in your logbook stating that it is an approved mod. by Sling. If there is no LOA the FAA says it isn't legal.
