If this is what we used from my Army days, then, yes, it does work, sort of. I wondered what that string was for, mounted on a J-3 Cub I took an intro lesson in a few years ago! Too bad I didn't know what it was or how to use it.

When our older dirt bikes (carbs) did that, we always checked for air leaks between the carb/manifold/cylinder/head gasket first. Check me if I'm wrong, but I recall that the LSA requirements allowed a "ground adjustable prop", which, to me, would not include that which the OP was told.
