Elected folks in DC depend almost not at all on written correspondence these days; I'm told the screening time for snail mail to Reps & Senators is measured in multiple weeks due to anthrax and related scares. So that leaves us with an email, a phone call and/or a visit to the local congression...

I myself dont see where this will have a big impact on LSA sales if it passes. It could even help LSA sales as pilots will eventually want to move into something newer and an LSA would be a good next step up from a 150. Fuel savings of an LSA would be enticing also. Clubs that don't own planes seems to be kind of the norm in the PP world. I also point to our next door neighbors at KTTA, Wings over Carolina. Now you know of two.
But in the LSA world, there just isn't the available inventory.

One big club I know of is Plus One Flyers in San Diego. They have 1300 members and don't own a plane.
