...I've heard a theory that assuming you could restart the engine after the chute pull, you might be able to use power to approximately direct the aircraft. Highly unlikely scenario, but in theory it might be an option.

In Ilan Reich's Cirrus pull, he did not kill the engine and thought he had the illusion of steering the plane.
But...
...it has also been shown that forward motion makes the chute less effective - it "loses" air. That, along with the water landing may have contributed to his back injuries.
