I'm curious where you fly that you are denied flight following. I request and receive flight following from Chicago and Milwaukee, and generally throughout the Midwest. I believe that it helps that I have my instrument rating and use good radio technique. I often hear requests denied to pilots who do not know how to talk to ATC.

For the most part, is IFR mostly an option for E-LSAs and E-AB? It doesn't seem like many manufacturers certify it for IFR except for the handful of models mentioned previously. I saw a Tecnam Sierra on sale with an IFR setup, but I'm guessing that's E-LSA.
