As far as FAA paperwork is concerned, processing a Sport Pilot certificate is no different from processing a Private. There is absolutely no FAA paperwork involved with processing a DL; the pilot operating under SP rules just carries one; doesn't have to register it with the FAA. A 3rd Class medical, OTOH, must be processed by the FAA every two years. Your fee goes to the AME, not to the FAA. So, yes, there are costs to the government associated with it.

80% of 'Flying Physicians' Support Revising 3rd Class Medica
Altho' we touch on the 3rd class medical issue in many threads, perhaps this is the one to post this link:

The Flying Physicians Association took a vote and 80% of these doctors support revising the 3rd class medical IAW the AOPA/EAA proposal. This seemed a meaningful bit of news to me.
