Could this have been an inflight medical incompacitation?

It's not LSA, but potentially could be pointed to as a factor in (eventually) denying the EAA/AOPA petition...

It 'could' be medical incapacitation but then the NTSB doesn't seem to suggest that in it's preliminary report, so it might not be.
Presumably when all medical and medical/lab info is in then the NTSB can produce it's final report as to probable cause.

The EAA/AOPA petition is going nowhere, but I doubt one incident could be used to justify a broad action like that. It would be like putting a TFR over every school because once an airplane hit one.
