You fly through the 1/8 to 3/8 of the sky that does not have any clouds, or take off in the clear fly over the layer, and land in the clear.
It's not rally that hard to do without breaking the rules.

I take it you have not flown extensively in areas prone to overcast layers.

I've done it extensively, both VFR and IFR, never consciously violating any VFR rules*.

It's done every day, and as your experience grows you'll see how, while there is perhaps some modicum of risk to being able to top an overcast layer, it greatly enhances a planes's utility to have the option to do so.


*For instance, headed north out of S FL, getting a Special VFR out of Opa Locka or North Perry, then flying over an overcast layer caused by the sugar factories around Lake Okeechobee, all the while knowing the extent of the layer and that I would be in clear skies within 50 miles or so.

That part I think most of us knew*.

It was all that other stuff we were asking for sources on.



*Though, to be honest, I forgot that an instrument rating was required for a Special VFR clearance.
