Can someone clarify if you can fly into/out of N07 with a vintage no electrical system aircraft WITHOUT having to telephone the radar facility in advance?

N07 is inside the EWR 30nm Mode C veil. The Class B airspace begins @ 3000 ft at N07. Can you fly in under 3000 ft, or still need to get clearance? I'm thinking because it's in the veil, you need the clearance regardless.

You do not need a clearance to go under the shelf nor do you need a Mode C transponder (Since your airplane was not certified with an electrical system).
