Are ELTs needed/required?
In the U.S., ELTs are required for the plane, not the pilot/passenger. Any plane that carries a passenger needs an ELT. For a single place plane it probably depends on it's use. The license of the pilot (sport/private/commercial) doesn't matter. I don't know if this applies to part 103 (non N numbered) utralights.
Any aircraft equipped to carry more than one person needs an ELT (with only a few little exceptions). Whether or not you happen to be carrying passengers makes no difference. ELT's
ELT's are required on "Airplanes" with more than one seat. That is not including "Aircraft". Read the FAA definitions of each. A rotor craft, balloon, powerlift, are aircraft. They do not need ELT’s.
Yes, a 2 place Pitts need ELT’s and a seven place helicopter flying commercial operations does not.
