Yes, you can take lessons in a 172, but you can’t solo in it without a medical. You’ll need to transition into a light sport before solo, and that might take almost as much time as if you started in it. Be forewarned; know what you’re getting into.

Is 23k your total savings, or just what you have allocated for a plane? If that's the grand total, you're not ready to buy a plane. Two things: 1 - 1320 lb limit. That doesn’t allow enough baggage for me and SWMBO to take a long-ish vacation unless we pack like it’s a motorcycle trip or ship stuff ahead.
