Bay Bridge TFR (59478)

I was using the EAA flight planner for a trip from KFME (Ft. Meade) to KOXB (Ocean City) via POLLA. I got a warning that I would pass through the Bay Bridge TFR59478 which is constant from 0 to 3500 feet. What are the restrictions (I can't find any other information about it). DUATS Golden Eagle shows the area, AOPA RTFP does not. Since W29 (Bay Bridge airport) is right in the center I was hoping someone who flies out of Bay Bridge would know.

There was a TFR last week (or maybe 2 weeks ago) that included W29. There is another TFR that is a speed restriction. I think the speed limit in the zone is 200kts. This is outside the 30 nm TFR. Leaving from FME to W29 you will need an ADIZ flight plan to get from FME to the Western Shore.
