As Craig accuratly said above, you must seperate the pilot from the aircraft, two different requlations.

If you look at 61.303 (a) (2) ii for someone with a private certificate using a drivers lecense as medical eligibility than the regulation is:

"(1) You do not have to hold any of the endorsements required by this subpart, but you must comply with the limitations in § 61.315."


The endorsements are controlled airspace and sets of aircraft and the sport pilot limitations in 61.315 as are listed above.
